Not to mention nebraska is FB country.  But for the markets they are in They most certainly can get some local college players in each market... even DC.     It certainly can't hurt.

Overall attendance down just 8%, minor IMO and given the time given to launch the league.

Practically the entire difference can be attributable to:
AR (-10k+),
SA (-15k) and
Houston's (-23.5k).

Two of which went from playoff contenders to losing teams.  Like I said elsewhere SA was my biggest disappointment.  But its not all bad, they still had 12k and they have the potential to be another StL, IMO.
