I don't understand what you mean by this? Are you referring to replacing Landen Akers by putting him on the "suspended list"?

Exactly, it's not to be used as a ghost roster spot, and if they'd just done the normal transaction (which they could still do, no one's stopping them) this wouldn't have ever been an issue.

I guess I kinda get that. I see the argument that if you have a player unavailable that is not injury-related, they should just make them inactive for that game and not get to fill a roster spot.
