OK, an update: two of the 16 teams (at least) are teams that already exist, both from the current NAL.

Judging by that knowledge:
Tallahassee might be the Capital City Cyclones, currently playing in the AIFA. Boise, Oregon and Washington (State, judging by its juxtaposition) are all in the AWFC, which had a co-scheduling deal with the AIFA this year. The other ten don't trace as neatly to any existing squads.

I had figured when they said 16 it was going to be almost all teams from other leagues just wanting to glom onto the AFL name for legitimacy/marketing purposes.
