The practice squad will help for sure. I remember the XFL had 30 plus players in the league because of practice squads in 2020.

XFL players in 2020 had an issue because of COVID restrictions, less game film and no preseason games. Camp rosters were also trimmed from 90 to 80 before training camp.

There was talk of 80 but looks like they stayed with 90.

The XFL guys though did have a leg up on UDFA as they had recent film. And once they got signed the hassle of replacing players due to covid restrictions may have helped. Did the lack of preseason help or hurt ... who knows but overall its roughly equivalent.

No preseason games definitely hurts. Because returning players and draft picks/undrafted free agents get more of a priority to begin with. They cut down to 80 quicker too.
