I think Mallet would fill that veteran role well, like you said. We know he now has a history with Woods. The only other veterans I can think of that realistically might be willing to play and jump start their career in the USFL would be Cody Kessler or DeShone Kizer.

DeShone Kizer, WOW. I hadn't noticed he had fallen so far and is not playing. Agreed. He NEEDS the USFL in fact, more so than USFL needs him.

Man Kessler has been out of FB for a couple years now... wow.

Because the USFL is probably not going to overpay, they will get many of the bargain qbs this year. The XFL will have to try and then entice some back to their league and pay would be a big factor, I would think. I would imagine the XFL will want to have more recognizable, bigger names just because of their grand plans for the league. So they could spend considerably more in this area than the USFL.

XFL 2.0 had varying degrees of success with their original 8 designated qbs. Ta’amu, L Jones, Walker, and Perez all had reasonable success and were starters when the league shut down. C Jones had a decent few games before having a few bad ones. IMO he would have gotten back on the field had the season continued. McGloin, Murray, and Silvers didn’t produce the results I’m sure the XFL had hoped. Daniels and Cornelius were pleasant surprises though.

There’s always going to be hits, misses, and surprises. Because of this unknown it’s important for these leagues to not go too crazy right away with big pay but they need to offer enough to get a fairly deep qb pool. Many of the names above had experience going in and still struggled at times. This is where the USFL needs to be careful with not being too cheap on the qb front. They need good players to provide quality play for all 8 teams plus enough depth so others can step in when needed and still play quality football. It will be interesting to see if the USFL wavers from their budget minded approach while securing qbs.
You'll probably see people like Perez, and maybe even known Woods loyalist Zach Mettenberger, show up in the USFL.

When you're talking about landing quarterbacks, the XFL model was a good one. You mix a few recognizable college stars and proven NFL backups, along with up-and-comers who haven't had much of a chance to prove themselves. That way, fans are drawn in by the bigger name, see a guy like Landry Jones who was Big Ben's backup, and Jordan Ta'amu is holding his own against the guy. Or you see a guy like Luis Perez come out of the AAF and beat out Matt McGloin, who had some brief success in the NFL, for a starting spot.

The goal isn't necessarily to beat out the NFL or CFL for players; it's about building a brand. Use the big names as fan bait, and get your unknowns to stay with you for years and build their careers. The CFL has done a really good job with that strategy.
That one isn't happening:

It seems the UFL ended up becoming more breeding ground for coaches than it ever did for players, with not only a handful of 2021 offensive coordinators (and Mike McDaniel having been named HC in Miami) but a couple ex-players getting the move up (or a potential one) this week: Jerrod Johnson named to Kevin O'Connell's staff in Minnesota and Michael Wilhoite (Chargers LB coach) being interviewed for DC in New Orleans.

Might not hurt the USFL to push that as a recruitment tool as well. Post-career will be just as important, especially for guys that are already 0-for-1/2/3 in trying to make the Show and realistically don't have a lot of career left.

You make a pretty smart point. That is also the benefit to focusing the bigger money on coaching staff: players can build connections and rapport with older coaches who have been in the Big League(s), which can help them get their foot in the door if they pursue that path when their playing career ends.
