James Larsen has an article on how UFL teams have been able to sign players this off-season. Basically, each UFL team is assigned four NFL teams from which they can sign players after they've been released. That's up until December 1st, when it becomes a free for all. It only applies to players who entered the NFL through the last three draft classes. There are some other caveats as well. It's an interesting way to go about things - one in which I wish the league was more transparent about - though it does feel a little needlessly complicated.
