Spring Football LeagueS in 2024

I have to ask my esteemed colleagues :D what does this mean? Leagues?

Are they saying the USFL and XFL (at least in name) will still be around under the UFL? I know there were rumors of conferences but I wasn't sure about the full names... but this seems to say so:
