I'm not so sure about Chicago because they averaged around 15k in attendance in the first XFL, the worst in the league. They had their chance at an XFL market. Some large cities just aren't suitable for an XFL team, like LA. Portland is an interesting option. I think the rest of the list is good though.

Maybe there are already too many sports options in Chicago?

I have read that San Diego and Portland were good places for new sports teams because they are under-represented by teams. I wouldn’t doubt if these were two of the first cities announced.
Fan of the XFL from the beginning. You may remember me from the original XFLboard.

San Diego and St. Louis make the most sense just due to the whole NFL leaving town drama. Problem is whether those stadiums want to work with an XFL team. San Diego's Qualcomm Stadium site is being pursued for a new MLS stadium or a mixed-use plan that includes a smaller stadium for SDSU. Either of those work. But the stadium would have to be planned, torn down, and new one built in time. San Diego's only other option is Petco, and I'm not sure how well that would handle football.

Signing those types of contracts would be tough not knowing which venue they'll play in and what not.

Remember that XFL was to have the San Jose Demons, but the deal fell through with SJSU. Which is why they moved to the baseball stadium of all places. It worked out amazingly well in terms of fan support and atmosphere for a non-traditional venue. But, you really don't want that to happen again. Contracts in hand should be necessary before actually announcing anything. Unlike NFL, the XFL is simply renting out the venue. There is no 'leverage' that the NFL has. The venue has it all. So, you go where they want you. Orlando and Birmingham want teams, it seems. Everywhere else? Depends on the group running the venue how they'll work with the team and what type of deal they can come to.
