I think if the odds of the two leagues as both separate and alive heading into 2025 is reduced and much reduced going into 2026.

The USFL in Houston has other issues than location, there's also weather. They likely should have gone into SA before XFL for the use of the dome. Makes TV times way more predictable. They lost viewership in 3 games due to massive 3hour+ rain delay, another with a time start moved up one hour and another moved up 3 hours the later 2 done on short notice. And that was in Memphis - Houston is hotter and more humid so not sure what the plan is.
Houston is however a large US market that they need for viewers.
The weather is one of the big reasons why I don't think Houston in the USFL would be a success. And there's no way they're getting into NRG (I mean, NRG will rent to anyone, including high school games, but USFL isn't going to pay that cost). Playing outdoor games in Houston in June... it's already hot enough by then. XFL gets February, March and April games mostly. Big big difference. Now if thy could arrange for Houston to have 8-9pm ET starts, that would be different.
