I think it was/is the Arena Football League that forces teams to gain yards to keep the clock moving with under 1min to play.
I get where Doug Whaley is coming from and where they are going with this.

If I was coach of The New York Empire and my team led The Los Angeles Archangels by 6 with 2 minutes left and we had the ball. The league’s rule is no kneel downs. So what would I do? Run 3 straight QB sneaks maybe even with my tailback at QB. Just wait 25 seconds to snap the ball and fall forward with my best ball handler. Whaley is trying to prevent coaches from gaming the system.

It will also help a team make a comeback as the hurry up offense will have 10sec to get to bring in new players and get to the line before the clock starts again. Basically takes 10 seconds off the play clock with less rushing around. Should help keep the "quality of the play" up.
It's gettin' hot in here...and we about to burn 'em up!

Looks like the 2020 XFL champion may be 2-3 seconds short of playing a full season :?

Exactly. Good thinking. I still think that the league should have 12 minute quarters. Test it out.

With shorter play clocks and a commitment to eliminating meaningless plays like kneeling, touchbacks etc, There should be plenty of offensive plays in a game.

Here’s a crazy idea that will never see the light of day. No punting allowed if your team crosses the 50 yard line. Offenses must go for it on 4th down. That’s one way to amp up offensive plays and eliminate punts into the end zone or non returnable punts.
