I think the changes at the college level make it even more imperative that NFL has some outlet to develop talent. Any player who is not starting and thriving tends to just jump in the portal. Four years later they age out of the system in most cases having never addressed the issues that kept them from becoming a starter in the first place. Plus on the other side it forces college coaches to act more like pro coaches and just focus entirely on the players who are ready to win now because the ones who don't aren't likely to be there next season any way.

the NFL already has a developmental league: it's called Division 1 FBS. And for the NFL, it's free.

FBS does not develop players beyond graduation, nor rehab players, nor keep them players in FB shape.
I agree the NFL won't want to fund the other leagues but having them provides them an opportunity.
