Yes fisher said it in the commercial for a show, and the USFL will use it to attract players for sure. But Its obvious with the XFL-NFL "link" they are testing NFL rules, officials training, other NFL ideas and "opportunities" for unqualified HCs. Its part of their PR.
The USFL is taking an XFL 2.0 approach to it. I think most would agree with that.
